The dough isn't wheat at all — it's boiled, mashed yuca (cassava) root, which is what gives it that dense, chewy bite.

Boiled yuca is mashed into a dough and wrapped around a seasoned filling of ground beef or chicken, shaped into an oblong torpedo, then deep-fried. It's sold hot from roadside stands, bus terminals, and corner fritanga stalls.

Why it's made this way: Yuca was a staple root crop for indigenous and Afro-Caribbean communities in Panama, and wrapping seasoned meat inside it created a filling, portable snack.
