Empanada de Cazón

Cazón is baby shark, and the meat is shredded so finely and cooked so far down with tomato and onion that most first-time eaters never guess what fish they're actually tasting.

Corn dough is filled with shredded, well-seasoned baby shark stewed with tomato, onion, and sweet pepper, folded, and deep-fried until crisp. Street stalls throughout Cumaná and the eastern coast sell them hot for breakfast, often with a squeeze of lime.

Why it's made this way: Sucre's Cumaná coastline, one of Venezuela's oldest fishing ports, has easy access to small coastal sharks, and the city is widely credited as the empanada's place of origin on the eastern Oriente coast.
